Procurement of wired broadband internet services in the home

ITS makes no specific recommendation as to the availability or suitability of any particular broadband service or ISP. When choosing an ISP you should compare what each offers, including features, reliability and value for money.

Please take into consideration the following:

  • ITS does not endorse any particular service as being suitable for your purposes.

  • There is strong recommendation for fixed price plans, particularly where the University is paying as usage based plans can cause surprisingly large bills on Broadband services.

  • Not all of the services offered by an ISP may be available at all premises, for example a Cable connection is often not available in shared body corporate dwellings. You should contact the provider directly to confirm the services available to you.

  • There are currently no Cable resellers - Cable is only available directly from Telstra and Optus.

  • In our experience, dealing through third party resellers can cause operational and administrative difficulty. Given this we strongly recommend buying services directly from the real infrastructure operators, see Competitive Policy below.

Ordering and Billing

Broadband services must be ordered individually by you directly with the domestic retail arm of the Carrier, and not via ITS.

NOTE: Only services that Monash has given prior consent to pay for may be coded in SAP.

All expenditure must be coded in SAP against the GL Account Code:

This GL code was created specifically for this purpose and this is the only way ITS can assess University-wide total volume of business and hence negotiate best available pricing on your behalf.

Competitive Policy

Monash University maintains an open competitive approach to acquisition of telecommunications services. Monash was an early adopter of Optus and before them AAPT services. Though its buying power and open policy, Monash has contributed to nurturing competition in the industry to broad community benefit, whilst achieving best available pricing for the University.

Monash does have a strong preference for dealing directly with the real underlying service providers, rather than through third party resellers (e.g. buying Optus services from Optus and Telstra services from Telstra). Monash takes neither a dogmatic anti-Telstra nor a closed-shop Telstra-only position.

Glossary of terms

ADSL Asynchronous Digital Subscriber Line
A form of Broadband internet access that operates over conventional telephone lines at high speed, separate from the voice service. i.e. telephone and internet can be used simultaneously.
Broadband An internet service capable of delivering speeds at or above 128Kilobits / per second (Kbps). The definition of broadband speed is subjective and is more likely to be 256Kbps or above in the majority of cases.
Cable A form of Broadband internet access that operates over a Pay-TV Cable, at high speed, and separate from the Pay-TV service (i.e. Pay-TV and internet can be used simultaneously), and does not require a Pay-TV service to be purchased.
