ITS Data Storage Management

1. Preamble

Monash University ’s Information Technology (IT) systems and services are provided to further the objectives of the University and are integral to the effective performance of the universities operation.

Information contained in electronic data, whether it is research, student exams, lectures, staff payroll, web content or email information, is a valuable Monash University asset which requires storage and management.

Worldwide the amount of data stored is exponentially growing resulting in administration problems for people with the responsibility for managing this asset. It is recognised within the IT industry that large sites require data storage management direction, policy and procedures to ensure data is protected  and recoverable against unauthorised access and data loss, commensurate to the value of the data to the organisation.

Monash University is experiencing the same data growth as the rest of the world. Hence there is a need for direction, policy and procedures to ensure the University’s data is protected.

The retention and archiving of data is governed by the needs of the business and should be established by the business, consequently they are not be defined by this policy. Policies developed by the business regarding the retention and archiving of the information will act as a guide for ITS on how to manage the data.

ITS has developed a Data Storage Management Framework providing guidance for the efficient management of the University’s growing volume of data. The Data Storage Management framework provides a foundation for greatly improved availability and security of data together with opportunities to better share data.

2. Purpose

This policy is authorising the establishment of the Data Storage Management Team and that all requirements for ITS managed data storage will be processed via the Data Storage Management team.

6. Definitions

Data Storage

The storage of digital data on a range of media including magnetic hard disk, floppy disk, magnetic tape, optical disk , removable memory and  other technologies.

Data Storage Facility

Data storage facility comprises management servers, disk storage, backup / recovery facilities and the storage area network. In the context of this document the data storage facility could mean all of the above or any part of the above. For example, clients may opt to utilise only the backup / recovery facility.

Data Storage Management is the practices applied by policy and procedures that pertain to the physical and logical components of data storage.

7. Policy Scope

This policy applies to all ITS Managed storage and non ITS managed storage which utilise part of the DSM service.

8. Policy

8.1. The ITS Data Storage Management Policy authorises the “ITS Data Storage Management Framework”. The framework defines the DSM procedures and processes compliant with this policy.

8.2. Additional storage for existing computing platforms is to be provided in accordance with the Data Storage Management Framework.

8.3. All new platforms are to be purchased with a minimum of direct attached storage in accordance with the Data Storage Management Framework.

8.4. The Data Storage Management Team is to include representatives of relevant groups decided by ITS Directors from time to time.

8.5. The ITS Data Storage Management Team will report to the ITS Data Storage Management Steering Committee, chaired by the Director of Infrastructure Services. The steering committee will include representation comprising senior ITS Managers and also non-ITS personnel.

8.6. Chair of the ITS Data Storage Management Team will be appointed by the Director of Infrastructure Services.

8.7. All ITS staff are required to adhere to the DSM procedures and processes specified in the ITS Data Storage Management Framework document

8.8. DSM team will meet weekly or as required to discuss issues, requests for storage and emerging technology.

8.9. DSM team will respond to the request with a recommended design and approximate costing, within an agreed and published timeframe.

8.10. ITS will recover the cost associated with Data Storage from the subscribers to this service.

8.11. DSM team will provide consulting services to the client to establish their data storage requirements, provide advice and identify the related costs.

8.12. DSM team will provide mechanism and guidelines to assist clients to monitor and manage their DSM usage.

8.13. DSM team will publish on the DSM website, the framework, procedures, a schedule of charges, contact information, plus a selection of requests and the corresponding recommendations to assist the customers through the process, while providing a transparent service.

8.14. Each service is to develop a plan by the end of 2004 for the migration of data on existing direct attached storage for compliance with the Data Storage Management Framework by the end of 2007.

8.15. Implementation and further development of the Data Storage Management Framework is the responsibility of the Data Storage Management Team.

9. Exclusions

9.1. Data Retention and Data Archiving policies will not be developed as part of this policy as they are the responsibility of the Business Units and Faculties.

10. Procedures

The ITS Data Storage Management Framework will contain the supporting processes and procedures for managing ITS Data Storage in a manner that is compliant with this policy. This is available at http://www.its.monash.edu.au/staff/systems/dsm/technical/dsmframework.html
